Ngā Mōkai Papakāinga Marae – Hire Policy

1. Kōrero Whakataki - Introduction

NgMkai Papakinga is situated at Karioi in the Ruapehu district and serves as a home for the descendants of Ngti Tongaiti, a hapof Ngti Rangi. Our papakinga’s primary purpose is to support hui and wnanga, advancing the cultural, spiritual, physical, educational, and recreational wellbeing of our uri.

This policy outlines the processes for booking NgMkai Papakinga, ensuring that visitors enjoy a safe and respectful stay, care for our kinga, and appropriately contribute to ongoing utility and maintenance expenses. It details the requirements for securing bookings, payments, and use of facilities.

This policy should be read in conjunction with the Health and Safety Policy, Koha Policy, Tikanga Policy, and UrupPolicy

2. Marae Facilities

Marae Hireage includes:

  1. Wharepuni: Whakarongo
  2. Wharekai: Te Reo Phiri
  3. Whareiti: Ablution Block

Additional areas include:

  1. Urup: Cemetery (access restricted)
  2. Whare Karakia: No entry permitted.
  3. Storage Shed: No entry permitted without express written permission from marae trustees.

3. Booking Process

All bookings are to be made through the online booking system. For further inquiries, please contact your marae trustee who will refer to the assigned marae booking officer. Priority will be given to hui booked by trustees, special hui, or urgent hui.

3.1 Booking Deposit Fee

A deposit of $100 is required to secure a booking. Cancellations made at least two weeks prior to the booking date will receive a refund.

3.2 Daily Hire Fee

Base Rate for Uri

  • Overnight – $100
  • DayRate-8-5pm -$75
  • Additional cost per person – $10

Outside OrganisationsRates are to be negotiated.

*Full payment is required two weeks in advance of the booking date.

3.3 Refundable Bond

A refundable bond of $100 is required and will be refunded 14 days after vacating the marae, contingent on sign-off from the bookings officer confirming no breakages and that the facilities are clean and tidy.

  1. The bond must be paid within 14 days before the event; failure to do so will result in cancellation of the booking.
  2. All damages will be paid by the hirer (this includes key replacement).
  3. Excessive use of water will be charged to the hirer.
  4. Any damage or loss must be reported to the booking officer.
  5. Repairs or replacements exceeding the bond amount will incur additional costs payable by the hirer.
  6. The bond or the remaining balance will be reimbursed once all booking requirements are fulfilled.

4. Marae Keys

Keys must be picked up and returned to the assigned marae key holder. If keys are lost or damaged, the hirer is responsible for replacement costs, using the bond and any additional costs.

    5. Marae Facilities and Equipment

    1. No taonga, furniture, equipment, or property may be removed or altered without express written permission from the Marae Trustees.
    2. Any damages or maintenance issues must be reported to the bookings officer.
    3. The hirer is liable for repair and replacement costs exceeding the bond amount.
    4. All equipment must be cleaned and stored properly before vacating.

    Items should not be left at the marae without express permission from the Trustees. Donations should be discussed with Trustees before acceptance or decline.

    6. Koha

    Giving and receiving koha is a valued practice at NgMkai. This is separate from booking fees. Should a hirer wish to give koha, it is preferred that this is made via online deposit to the following account:

    7. Wharepuni

    1. Adhere to tikanga at all times. Refer to Tikanga Policy.
    2. Shoes and boots are not to be worn inside the wharepuni.
    3. Water, breast milk, and milk bottles for infants are allowed.
    4. Food is not permitted in the wharepuni.
    5. No running or jumping on mattresses, and no sitting on pillows.
    6. The maximum occupancy is 40 people.
    7. Mattresses and pillows must be stacked before leaving.
    8. Hirer is to provide own sheets, pillows, pillow cases, towels and bath mats.

    8. Wharekai – Dining Room and Kitchen

    1. Maximum capacity is 40 people.
    2. Initial cleaning supplies are provided; hirer is to provide own cleaning supplies.
    3. Kitchen equipment must not be removed from the kitchen area.
    4. All kitchen and dining areas must be cleaned and left tidy.
    5. Chiller shelves must be cleaned.
    6. Refrigerator and oven shelves must be wiped clean.
    7. All kitchen surfaces must be cleaned before departure.
    8. Children must be supervised in the kitchen.
    9. Tables and chairs must be stored neatly.

    8.1 Rules to Observe

    1. No standing or sitting on tables.
    2. No clothing to be placed on tables.
    3. Use chopping boards instead of cutting directly on table surfaces.
    4. Do not attach posters or decorations to walls or ceilings.
    5. No playing or running in the dining room.
    6. All rubbish bins must be emptied and disinfected.
    7. Floors must be vacuumed and mopped with hot disinfected water.

    9. Wharepaku, Whareiti, Whare Horoi – Toilets and Showers

    1. Hygiene practices must be followed at all times.
    2. Children must be supervised, and no playing is allowed in these areas.
    3. Manage excess water runoff in showers using the provided squeegees.
    4. Toilets must be disinfected and cleaned regularly.
    5. Only designated cleaning supplies for the ablution areas are to be used.
    6. Hirers must provide their own toilet paper and cleaning products.
    7. Nappies, sanitary pads, and hygiene products must not be flushed down toilets. These items must be wrapped before disposal in rubbish bins.

    10. Rubbish

    All rubbish, including food scraps and recyclables, must be removed by the hirer before departure. Failure to do so may result in bond retention.

    11. Decking

    Decking is for pedestrians only. No running, bikes, skates, roller blades, or scooters are permitted. Ensure elderly guests are supported, especially during wet weather.

    12. Before Departure

    Prior to leaving, the hirer must:

    1. Complete all cleaning as stated above.
    2. Turn off all heaters and heat pumps.
    3. Dispose of all rubbish.
    4. Lock all buildings and gates.
    5. Return keys to the assigned trustee.
    6. Notify the booking officer of any damage or loss of property.

    13. First Aid

    The main First Aid Box is located in the kitchen, with additional boxes under the benches in the toilets. Fire extinguishers are also available.

    14. Alcohol

    Consumption of alcohol is not permitted on marae premises. Refer to the Health and Safety Policy for further information.

    15. Smoking and Vaping

    NgMkai Papakinga is smoke-free and vape-free. Smoking and vaping are prohibited on the premises. Please refer to the Health and Safety Policy for further details.

    16. Drugs

    The use and possession of illegal drugs and substances is strictly prohibited. Breaches will result in immediate notification to the hirer and may involve law enforcement.

    17. Gang Regalia

    No gang regalia, including patches and explicit insignia is permitted on the premises.

    18. Policy Review

    This policy will be reviewed and/or amended by trustees biannually from the date of implementation.For any questions about this policy, please contact the Marae Bookings Officer

    By proceeding with a booking at the marae, the hirer agrees to comply with the terms and conditions outlined in this policy.
